2 Peter 3:9

Cf. 1 Tim 2:4 ( all without distinction, Not all without exception. Cf. John 12:32 ) God's desires are not thwarted by man. It is clear that 2 Peter is addressed to Christians - Chapter 3 re-emphasizes this. God's elect will not perish. The sovereign will of God is certain of complete fulfillment. The moral law of God is disobeyed by men. The desires of God are fulfilled to the extent that they are included in His sovereign will.

Greek ( boulomai ) : "wishing” - The participle most likely has a causal force, explaining why the Lord is patient.
